The Official Executive Branch Leadership Development Program
The Governor's Leadership Program (GLP) is the Executive Branch's official leadership development program, administered by the Office of Employee Engagement and Training. The GLP provides state employees with opportunities to develop their professional skills and capabilities, enhance employee engagement at all levels, and advance our commitment to the employees and citizens of the Commonwealth. Training is delivered virtually, online, and through in-person course offerings — including high-caliber workshops led by public and private sector subject matter experts and networking opportunities with cabinets and agencies across Kentucky. The program offers two levels of training: Emerging Leaders and Executive Leaders.

The Governor's Leadership Program for Emerging Leaders is built for state employees ready to grow into leadership roles. Participants build competencies in five areas: communication, inclusion, leading by example, team management, and self-care. The program includes cabinet tours, exposure to state government operations, mentoring, and networking opportunities across state government. Upon completion, participants earn one year of supervisory experience credit on their state employment transcript.
To be eligible for this program, applicants must be a KRS Chapter 18A classified employee in a job classification grade 12 or higher and receive approval to participate from their agency.
